A small crowd, including City Attorney Mike Aguirre, met in the strip mall at the corner of University & Fourth avenues where the 170-foot Vista Verde apartments would stand next to Vista Azul which would tower 193 feet. “Too many people have lost faith in government because of backroom deals forspecial interests at City Hall.
