In 1996, as an activist, she rewrote California’s clean-water laws to help stop surfers from getting sick in polluted runoff. Last year, as a City Council member, she changed closed-door policies to make government less secretive.
Frye stands to the left of Sanders on gay rights, but both candidates stake out the same moderate ground on medical marijuana, homelessness and needle exchange – thorny issues that jut into San Diego’s political spotlight.
